Lessons for Vietnam in the Ha Long Bay Tragedy
Three weeks ago we were deeply saddened to learn, with the rest of the world, that in the early morning hours of February 17, a tour boat moored in Vietnam’s picturesque Ha Long Bay sank without warning, taking the lives of 12 international passengers and a Vietnamese tour guide.
